The side has reached the past three finals in the representative cricket competition, but has been pipped each time by South Coast.
Highlands/Goulburn will begin its campaign against Shoalhaven at Lackey Park on Saturday and South Coast will meet South East at Bradman Oval.
The winners of each match will meet in the final on Sunday at Bradman, while the losing sides will meet at Lackey Park.
The Highlands/Goulburn team will be captained by Robertson/Burrawang cricketer Nathan Wright.
Wright said he expected a tough challenge from Shoalhaven.
"We got over the line against them last year," he said.
"Shoalhaven has picked up a few new players and they will be tough."
Following the Burns Cup matches, Southern Zone selectors will select a squad for the CCNSW Country Championships, to held in Griffith from November 28-30.
After three successive defeats in the final, Wright said the team was keen to see the Burns Cup return to the Highlands.
"We are keen to get the trophy and see a few boys in the Southern Zone team."
