A REPORT will come to council tonight to update councillors on the removal of asbestos contaminated material at the Highlands Golf Club, Mittagong.
In December 2013, the Environmental Protection Authority (EPA) approved an asbestos remediation plan on the site.
The extent of contamination was higher than anticipated and has resulted in costs of about $420,000.
The initial investigation found low levels of contamination in discrete locations but onsite excavation revealed evidence of what appeared to be a deliberate attempt to hide highly contaminated material.
The EPA issued advice several times to council about the remediation and council engaged with an independent environmental auditor to determine a way forward.
The auditor suggested the removal of the battered edge of the stockpile.
On September 30, 2014, the EPA advised council did not accept this suggestion and have directed council to remove the material no later than 5pm on Friday, October 24.
It was recommended council request an extension of time until December 2014.
Seniors' dwellings
COUNCIL will consider a development application (DA) for seniors' living dwellings and a strata subdivision on Kangaloon Road, Bowral.
The development is for 26 two bedroom houses on two lots on the proposed location.
The site is vacant but previously contained four dwelling houses which were demolished with council's approval.
The site is zoned R2 low density residential.
The proposed dwellings will be self-contained and will house seniors or people living with a disability.
It satisfies the "neighbourhood fit" requirement and was recommended for approval.
Plan changes
COUNCILLORS will be informed of the outcome of a public exhibition which proposed changes to the Wingecarribee Local Environment Plan (WLEP).
The changes include the insertion of two clauses into the WLEP to allow subdivision in certain circumstances.
One circumstance would be when a property contains two zones and the other would be for a purpose other than residential development.
Council recommended the proposed changes be approved.
Bushland services
A REQUEST for tender for provision of bushland services will be considered. The services include bushland regeneration, revegetation and bushfire hazard reduction works.
The tender is for the provision of a schedule of rates for these bushland services for council.
Twenty tender submissions were received and it was recommended council consider the report in closed council.
Councillor's leave
COUNCILLOR Juliet Arkwright has requested a leave of absence from all council commitments.
Cr Arkwright has requested leave from Tuesday, October 7 to Friday, October 10, including the Ordinary Meeting of Council tonight.
Cr Arkwright's requested leave of absence was recommended for approval.
Highland Fling
COUNCILLORS will consider providing financial support to the 2014 Highland Fling.
Councillor Ian Scandrett moved a notice of motion for council to support the event in the form of paid advertising for $1200.
Cr Scandrett said it was a "win-win for the shire".
If the funding was approved, it would be provided from the Economic Development "promotions" budget.
