The plans set out the "strategic vision and direction" for future development of the three towns to help reach the goals of the Wingecarribee 2031+ Community Strategic Plan.
The master plans is a conceptual guide for landowners, government and the community on improvements and development of public assets.
The plan vision aims to transform the town centres with a unique blend of rural activities, economic prosperity, tourism opportunities, preservation, sensitive development and natural environment. Primary objectives include continued respect, protection and building of the area's historic links, rural character and heritage. In 2012 council approached an external urban designer for support and to engage with local community on a set of master plans.
The initial phase was to notify and hold community forums to discuss the vision of the master plans. The second phase was to engage with residents via public exhibitions, kiosks, business groups and on the council website forum "Bang the Table".
Seven council information kiosks began rolling out around the Highlands in November 2013 and the next one is scheduled for Sutton Forest on Wednesday, May 21.

During the exhibition period 66 formal comments and submissions were received which expressed concerns on a lack of specific project detail in the plan report, town pedestrian safety, amenities, vehicle access, parking and signage.
The council report explained the master plans were conceptual at this point and design illustrations and visual representations would be considered at a later stage to ensure more effective feedback.
