Moss Vale Liberal Party branch president Michael Ball said Cr Arkwright was elected on false pretences and had damaged the Liberal brand.
The claim comes less than two weeks after a number of councillors called for the Mayor to resign over the departure of former general manager Jason Gordon.
However, Cr Arkwright has refuted the claims saying all the calls for her resignation were connected and the motive was simply to help another group in the community gain control of the council.
Cr Arkwright, a member of the NSW Liberal Party State Executive, announced before the 2012 council election that she would be running as the number one candidate on a Liberal Party ticket.
The ticket was not supported by the local party branch executives and Mr Ball said it was not endorsed at the time by the State Executive - a breach of party regulation.
Two of its candidates, Cr Arkwright and Holly Campbell, were subsequently elected.
Mr Ball said the Mayor broke a fundamental rule by announcing an unendorsed Liberal Party ticket, an action that could bring automatic expulsion from the Party, according to its constitution (Section 3.11.1).
However, Cr Arkwright said she was endorsed according to the Liberal Party constitution.
"The Liberal Party ran hundreds of endorsed candidates in the 2012 local government elections last year," she said.
"As far as the Wingecarribee is concerned, I was duly endorsed in 2008. Mr Ball, although a member of the Moss Vale branch, did not express this view at all and he expressed approval for the ticket.
"His virulent opposition in 2012 has nothing to do with the Liberal Party."
She said she had also received a number of abusive phone calls from people who did not identify themselves demanding she resign as Mayor.
"This is all about the agenda of a small group trying to get back control of the council," she said.
"Events are constantly being manipulated in such a way as to try and discredit me and the council. But I'll be damned if I'm going to be bullied by anyone."
