Three warnings not enough for council

Wingecarribee Shire Council failed to carry out any inspections of portable goal posts, despite three warnings about them, council staff told the India Verity inquest on Thursday.

Parks and property manager Peter Bowmer and council general manager David McGowan gave evidence to the inquest into the death of the toddler who was crushed by a falling goal post at Moss Vale's Church Road soccer ground.

Mr Bowmer said that while his department was aware of the risk posed by unsecured portable goal posts, they never actually got around to carrying out inspections until after India's death in June 2003.

He said letters had been sent to clubs, warning them that council would be carrying out inspections and would impound any dangerous goal posts, but the inspections were never carried out.

Since May this year, three goal posts had been impounded, Mr Bowmer said.

Mr McGowan was quizzed during cross-examination by the Verity's barrister Brad Hughes about why he had not been notified about three circulars warning about the risk of unsecured portable goal posts from the Local Government Association.

Mr McGowan said the circulars had been received two months before he started in the position of council general manager.
