A 2004 report to the Department of Infrastructure Planning and Natural Resources (DIPNR), now the Department of Planning, warned that the Southern Highlands groundwater was an "at risk" ecological system.
The Arrow Foundation report found that groundwater development in the Southern Highlands was at a critical stage of development, with existing pumping entitlements in Bong Bong, Mittagong and Sutton Forest already exceeding sustainable yields.
