AN ELDERLY couple wanting to build a home on Merrigang Street, Bowral, has refused to make further changes to design plans after being told by Wingecarribee councillors that they did not meet the heritage values of the area.
The couple has spent five months working with the town planner on their Development Application to get it approved.
However, a neighbour has objected to the design and wanted it changed in order to better reflect the heritage values of that part of Bowral.
There was also some consternation about the design of the carport, which, the objector said, would have a negative impact on them in terms of noise and privacy.
At council's December meeting, councillors rejected the application on these grounds, despite staff recommendations that it be approved.
In a report to councillors to be heard at today's general meeting, planning staff have again recommended that the application be approved.
"The application has been through extensive assessment and review process," the report said.
"The applicant has amended the plans at the request of council's assessment staff that included comments from council's heritage adviser."
If the application is again refused, the applicant can have it reviewed under S82A of the EPA Act 1979 or appeal the decision under S97.
