THE biggest development application ever lodged in the Wingecarribee Shire could result in a multi-level shopping centre built at the entrance to Moss Vale.
The $70 million development concept consists of five levels, three of which are underground to provide for 617 parking spaces.
The remaining two levels allow for up to 50 retail and commercial spaces and promise to generate about 540 jobs.
Husband-and-wife team Martin Blencowe and Rebecca Cribbin, of Cribbin Blencowe Real Estate Agents in Bowral, are behind the proposal they believe will be “a catalyst” for further investment in the town.
“We honestly believe this will be a real drawcard, provide employment opportunities and can be developed in a way that supports local businesses and in a way that supports further sustainable development,” Mr Blencowe said.
“It will be a mixed use development, some retail, bulky goods, office space and maybe a gymnasium.”
The development proposed would occupy the old Holden dealership site on Argyle Street and link with the existing medical centre.
Mr Blencowe firmly believes the Moss Vale Gateway, as it has been called, will help fill the main street and not add to the vacancies.
“It won’t take business away. As soon as this is there they will fill,” Mr Blencowe said.
“Just look at how the Marketplace at Mittagong has helped the town and look at the cafes in Bowral; there are lots of them, but they are all full.”
Mr Blencowe said that although there were talks being held with some multinationals, there had been no commitment made.
A comprehensive traffic study had also been completed and the Roads and Traffic Authority engaged.
Wingecarribee Council staff and councillors have been consulted but, given the project’s size, the concept will go to the Joint Regional Planning Panel for determination.
Mr Blencowe said the community would be consulted and all concept plans and drawings made available on a designated website soon.
“We are very open to any concerns residents or businesses might have,” Mr Blencowe said.
“We just hope they come and talk to us directly about them so we can work through it.”
Southern Highlands Business Chamber president Jodie Laing was “excited” by the proposal.
“From what I have seen it will be a good thing for Moss Vale and a good thing for the Southern Highlands,” Ms Laing said.
“It is an answer to one of the challenges we face here and that is escape spending.
“This is an opportunity to retain that money as well as create a large number of jobs.
“The fact a local shire family is behind the development shows a significant commitment to the area.”
